Error 400 when trying to file a Payroll Submission (PSR)

When filing a new Payroll Submission in Payroll 2019 a user may experience an error 400. This occurs because the submission that Payroll is trying to file is not in the exact format that Revenue require.

There are a number of reasons that can cause this error, but the two most common ones are:

Employees with more than 3 lines of address

The first version of Payroll 2019 released had a bug which caused the employee's address to be encoded incorrectly, and even though you have updated your employee files or your version of Payroll 2019 you still cannot file your Payroll Submission.

Duplicate Payroll Run Reference / Submission ID

If you are running Payroll 2019 on separate PCs where you have companies set up with the same Employer Registration Numbers on each PC then you may get Duplicate Submission ID Errors.

For example, if you owned a number of Shops and each shop's payroll was run on different PC, but they all used the same Employer Registration Number then you would get this error.
